North Pender housing plan moves toward draft bylaw referrals

Draft bylaws on North Pender housing are expected to return to the Local Trust Committee for further discussion, followed by referrals to First Nations and agencies before first reading and consideration of a public hearing, staff said at the May 2 special meeting. Staff said a public hearing could happen in September, depending on the process. [1]

The Advisory Planning Commission recommended rezoning part of the Anglican Church property and further considering broader zoning for multi-unit dwellings, with any rezoning requiring a housing agreement to keep the housing affordable. [1]

The commission also recommended that recreational vehicles not be allowed as primary residences until proper standards and enforcement are in place, and that small-footprint homes be permitted as accessory dwelling units only if they meet building standards. [1]

The commission’s presentation said its review of the build-out analysis found potential for 297 cottages and 199 additional lots through subdivision, and that full build-out could mean a population increase of 5710 based on two occupants per potential dwelling. [2]

During community discussion, the minutes record that the survey results supported workforce housing, affordable housing and flexible options, excluding recreational vehicles and short-term rentals; the minutes say those results were consistent with the direction the committee was moving toward.
