The North Pender Local Trust Committee removed seasonal buffer areas from eagle nest sites in proposed Bylaw No. 235, then gave the amended bylaw second and third readings and directed staff to forward it for further approvals.[1]
The committee also added a definition of “nest tree” and deleted references to designating cliff sites. The minutes say the bylaw was to be sent to the Islands Trust Executive Committee for approval and then to the Ministry of Housing and Municipal Affairs for ministerial approval.[1]
During discussion, trustees noted that the permanent buffer zone had changed from 50 metres to a range of 60 to 100 metres under the proposal, and that the seasonal buffer affected the community. The committee’s amendment removed seasonal buffers specifically from eagle nest sites.[1]
The minutes record that the public hearing was held before the committee considered the bylaw amendments and readings.[1]
