North Pender committee advances housing bylaw work
The committee directed staff to prepare draft land-use and Official Community Plan bylaws and scheduled a community information meeting for early February to mid-March 2026.

The North Pender Local Trust Committee directed staff to prepare draft land-use and Official Community Plan bylaws for its Housing Access and Affordability Project, covering options including accessory worker housing, seniors and affordable housing, and additional units on some rural lots.[1]
The motion also calls for considering accessory dwelling units as an alternative to secondary suites in the Rural Residential 1 zone, in consultation with the Capital Regional District, and for permitting affordable housing on the Anglican Church diocese property.[1]
The committee scheduled a special community information meeting for the project between early February and mid-March 2026, with advertising in the Pender Post.[1]
During discussion, the Advisory Planning Commission said the staff report did not address specifics of its recommendations and raised a difference with staff over accessory dwelling units in the Rural Residential 1 zone.[1] The Regional Planning Manager said the commission is advisory and that the committee would consider recommendations from staff, the commission and the public.[1]
